Leaders and the well known representatives of almost all organisations and communities were invited to the Forum. Some  400 of our compatriots from 31 countries were among 1105 delegates took part in the fist session . Azerbaijan National Anthem was played at 11.00 a.m. and the Forum was declaired open. President of Azerbaijan Republic Heydar Aliyev in a lengthy speech stressed the need for strengthening of Azerbaijani Diaspora and it's connection with their country of origin. He also touched upon the issues of the national Azerbaijani language, preservation of the sights and historical memorials of Azerbaijan, and the most important of all to return to their origin. He noted that every Azerbaijanis must remember his Fatherland, history, culture and know his native language.
At the end of his speech, he announced formation of a new state structure, which will strengthen the relation between Diaspora and the Republic of Azerbaijan. He called upon the Azerbaijanis of the world to unite and help to create a  powerful Azerbaijani State. Members of well-known NGO-s of Azerbaijan, members of Azerbaijan Parliament, ministers, scientists, artists and others were also among the invitees. After President's speech Arslan Aydar
, of Turkey, MP of Grand National Assemly in a passionate speech called on Armenian to come to their sense and put an end to the occupation before it is too late. He called Armenia an small island in Turkic ocean. Tomris Azeri of USA, president of American Azerbaijan Association, Mammad Aliyev, of Russia, president of All-Russia Azerbaijan Forum' Nusrat Delbasteh, of Germany, chairman of the German Azerbaijan Federation, Gulamrza Tebrizi, UK, professor of Edinburgh University, Shirin Malikova, of France, contributor of the Paris International Academy of Diplomacy;  Valeh Hajiyev, of Georgia, Tbilisi, professor, chief of department of the Orbeliani State Pedagogical University, Firudin Safarov, of Uzbekistan, People Artist of Uzbekistan and Azerbaijan, conductor of the Tashkent Opera and Ballet Theatre, Mikail Alekbarov, PhD, pro-rector of the Ukraine Inter-Branch Administration Institute, and Rahib Abbasov, of St Petersburg, Honoured Doctor of the Russian Federation, director of multi-profile therapy and profession diseases Clinic, delivered short speeches

At the end of the first day eight following commissions were set up to held their sessions in designated  locations.

1. Human right and international relations Commission (the Ministry of Justice of AR)
2. Native language and Azerbaijani studies Commission (The Azerbaijan Teacher's Training Institute)
3. Science and education Commission (State University of Baku)
4. Culture Commission (Ministry of Culture)
5. Economics relations Commission (Ministry of Economical Development)
6. Youth and sport Commission (Olympic Center)
7. Commission on the issues of removal of consequences of Armenia's military and ideological aggression against Azerbaijan (State Management Academy)
8. Media and information exchange Commission (Azerbaijan TV Company)

The second day of the Forum  was chaired by the president of the National Academy of Sciences of Azerbaijan Mr. Mahmud Karimov who was elected as the chairman. In his speech, president of the National Academy noted that the key goal of the Forum was to seek ways to strengthen solidarity of Azerbaijanis of the world and  discuss the optimal links with the independent Republic of Azerbaijan. Then  Chairmen of the commissions read their reports.
The First Forum of World Azerbaijanis adopted a final resolution, an appeal to the President of the Republic of Azerbaijan Heydar Aliyev, an appeal to the world Azerbaijanis, an appeal  to the world community, international organizations, heads of the foreign governments and parliaments concerning the Armenian-aggression against Azerbaijani and occupation of Nagorny Karabakh region , a message of condolences to the American people in connection with the September 11 terror acts.

The forum concluded with a concert.
